If you have a Single handle faucet that leaks at the base where it swivels. It is an easy 5 min fix. The O-rings that seal the neck only cost about $2 and it something that you can easily fix yourself.
The faucet in the video is a Price Pfister Brand. but most single handle faucets are similar. In this video the faucet uses a cartridge system. if you have a faucet that uses a ball with springs and seats (old delta style) than you will need to shut the water off and I will refer you to a different video for this kind of faucet.
